Onsen UI is an open source framework for building iOS and Android apps using Angular, CSS, and HTML to create apps using Cordova. It is similar to Ionic, and has the ability to take advantage of the plugins available to Cordova apps.
Onsen is unique in that in addition to using Angular, you can also create apps using React, Vue.js, and Meteor, which gives it some additional flexibility. The Material UI elements seem to look slightly better than the Ionic Android stylings.
Onsen claims to be performance optimized for mobile and to be very responsive even though it uses a Cordova webview.
